I agree generally with Sir A. Clark-Kerr.

whether official approach here would have satisfactory results. Japanese might fear that by agreeing they would tie their hands

in the event of an attack on Canton when they would be

prevented from operating over the area chosen. Moreover they would probably be suspicious of site being misused for arms

traffic.

But if they received satisfactory assurances that the site could not possibly be so misused and if the area chosen was so situated as not to interfere with their operations I do not see why Japanese should not agree.
